Cottonwood's city administration, mayor and council would be wise to take the advice of its finance director to heart.

During last week's discussion on raising city water rates by 8 percent, Rudy Rodriguez hinted that the city may need to go on the public relations offensive so people understand why the rate hike is necessary and important.

It all began with the construction of the new Cottonwood Recreation Center. The need for a new Parks and Recreation facility was obvious; the antiquated old church building that housed Cottonwood Parks and Rec was horribly inadequate.
