Cottonwood dispatch center moving forward; Clarkdale still gets better rates from Camp Verde

COTTONWOOD -- Work continues to develop a 911 Emergency Regional Communications Center in Cottonwood, though, it looks like two of the existing dispatch clients, Clarkdale and Jerome Police, are moving their dispatching services to Camp Verde.

Clarkdale reported that it spent $147,899 last year, based on $66 per call. Cottonwood has planned to reduce its costs to $46-$59 over the next five years. However, Camp Verde offered Clarkdale a three-year contact at $70,000 annually with Clarkdale and Jerome sharing a single frequency. That is still a lower cost than Cottonwood can offer.

Cottonwood also dispatches for Verde Valley Ambulance and the State Parks. With the inauguration of the new communications center, Cottonwood would also handle its own fire dispatch, now dispatched by Sedona Fire.

The new communication building, planned for property just east of the Public Safety building, would initially house four dispatch stations with the potential to add two more stations. Cottonwood now accommodates two dispatchers and a supervisor.

DL Withers was recommended to provide Construction Management At Risk pre-construction services and will work with the architect, Arrington Watkins.

The two professionals are currently doing the same jobs for the Town of Goodyear Communications Center, slightly larger at 10,000 square feet.

City Project Manager Scott Mangarpan says he recently looked at how the two have also developed the Tempe and Scottsdale Dispatch centers, which are much larger.

Mangarpan says, while the building's use is different, some of the same materials, such as split-faced block are expected to be part of the same theme, "so it looks like it belongs in the same complex."

I was involved in part of study that Cottonwood was conducting a couple years ago when I was still at CVMO. I cannot speak for the Town now. But then it was not a smart idea for the Town of CV. What the Town paid for its own center was far less then what it would cost to join the group. In the long run is it a money saver, my opinion is no. But costs can change. During certain times it could be more efficient but during most times having your own Dispatchers that know your officers habits, voice tones, and the geography of your town, in my opinion would outweigh any minor savings you had. Citizens lives and Police Officers lives should not be compromised to save a buck.

But is it sustainable... folks may end up wishing they had gotten in on the ground floor of the new dispatch now rather than later.

Verde Valley Ambulance is currently dispatched by Sedona Fire Communications Center not Cottonwood PD.
